Mr. Nance is a lawyer with The Nance Law Firm, PLC in Richmond. His practice is focused on asset protection, estate planning and elder law. He is a former member of the Richmond Public School Board and was Rector of the George Mason University Board of Visitors. He is a former member of the board of The Robert R. Moton Museum Board and of the President’s Advisory Committee of Shenandoah University.
Mr. David A. Von Moll, Vice-Chairman
State Comptroller
As State Comptroller, David directs the operations of the Virginia Department of Accounts, which develops and implements statewide financial management and internal control policies and operates the state’s central financial management systems including accounting, payroll, fixed asset and disbursements. His office also prepares Virginia’s Comprehensive Annual Financial Report and other statewide financial management and compliance reports, implements internal control and agency oversight programs to ensure conformance with GAAP and statewide risk management and internal control policies. Mr. Von Moll has served in various positions in the Department of Accounts over the past 22 years including State Payroll Operations Manager and Manager of Disbursements Review and Assistance and prior to that 8 years in compliance auditing with the Virginia Department of Taxation.
Mr. Von Moll holds a Bachelor's Degree in accounting from Old Dominion University and a Master's Degree in Business Administration from Virginia Commonwealth University. He is a CPA, a member of the American Institute of Certified Public Accountants (AICPA) and is a Certified Government Financial Manager (CGFM). As State Comptroller, Mr. Von Moll serves on numerous boards in addition to the Virginia College Savings Plan including the Treasury Board, the Virginia Public Building Authority, and the Virginia College Building Authority.
Ms. Lee Brazzell, Board Member
Lee Brazzell is President of Transformation Consulting, a firm specializing in organizational development, consulting and coaching. She has over twenty years of corporate, non-profit, and local government experience. She serves as adjunct professor for the University of Richmond Management Institute and is the former Executive Director of the Women's Resource Center at the University. She serves on the board of Leadership Metro Richmond, Multi-Cultural Commission for Chesterfield County, and as Vice President of the Byrd Theatre Foundation.
Diana F. Cantor, Board Member
Diana Cantor is a Managing Director at the New York Private Bank & Trust. Previously, she served as the founding Executive Director of the Virginia College Savings Plan and was a Vice President of Goldman, Sachs & Co., serving as chief administrator of the firm’s leveraged buyout and internal investment funds and merchant banking operations. She also practiced law at the New York office of Kaye, Scholer, Fierman, Hays and Handler. Ms. Cantor is a certified public accountant and member of the State Bar in Virginia, Florida, and New York. She is affiliated with numerous civic, corporate and professional associations including the Bon Secours Richmond Health Care Foundation; the Jamestown -Yorktown Foundation; UNOS (United Network for Organ Sharing) Foundation President’s Council; and the National Chamber Foundation of the U.S. Chamber of Commerce. Ms. Cantor is also a Director of Media General, Inc. and Domino’s Pizza, Inc., where she serves as Chairman of the Audit Committee.
Mr. Vincent Carpenter, Board Member
Vincent Carpenter is the founder of Chesapeake Financial Services (CFS) and is an NASD Series 7 Registered Representative, an NASD Series 24 Registered Principal with Seaboard Securities, Inc., a licensed life and health insurance consultant, and a broker with several leading life and health insurance companies.
Prior to founding CFS, Vincent was a financial planner and Vice-President of Operations at Strategy 2000 Financial Planning in Chesapeake. He began his financial planning career as a Registered Representative with Financial Designs (formerly Innovative Financial Concepts) in Virginia Beach, VA, in 1985.
Vincent graduated with honors from Indian River High School in Chesapeake, VA, and was a Business and Communications major at Old Dominion University in Norfolk, VA. Among his civic and political activities, he is a member of the Governor's Job Training Coordinating Council, Virginia Health Services Cost Review Council, Economic Development Action Leader for the Hampton Roads Urban League's Strategy 2000 project, Board Member of the Chesapeake Branch NAACP, member of Chesapeake Forward, Chairman of Chesapeake Public School's Business Education Partnership, a Deacon at Healing Temple United Pentecostal Church and several other organizations.
Dr. Glenn DuBois, Board Member
Chancellor, Virginia Community College System
Dr. Glenn DuBois became Chancellor of the Virginia Community College System in July 2001. He acts as chief executive officer of a 23-college, 40-campus system of comprehensive community colleges located throughout the Commonwealth of Virginia. He had previously held the position of Commissioner and CEO of the New Hampshire Community Technical College System, with seven campuses, and was Director of Community Colleges for the State University of New York, one of the nation’s largest networks of community colleges. In addition, he has more than 10 years of teaching experience and chaired the department of criminal justice at North Shore Community College in Danvers, Massachusetts, where he developed numerous articulation agreements with four-year colleges and universities and received top college awards for teaching.
Dr. DuBois received his doctorate in higher education administration, research and policy from the University of Massachusetts. He holds a master’s degree in juvenile justice and criminology from Eastern Kentucky University, a bachelor’s degree in criminal justice from Florida Atlantic University and an associate of science degree in police science from the State University of New York in Farmingdale.
Ms. Manju Ganeriwala, Board Member
State Treasurer
Ms. Ganeriwala was appointed State Treasurer on January 1, 2009. Prior to her appointment, she served as the Deputy Secretary of Finance from 2006 to 2009. She has served as an advisor to the Governor on all financial matters of the state, including crafting the budget, developing revenue forecasts, issuing debt, maintaining the AAA bond rating and maintaining Virginia's status as one of the best financially managed states. She previously served as Deputy Director for Finance and Administration in the Department of Medical Assistance Services from June 2000 to January 2006.
Dr. Daniel J. LaVista, Board Member

State Council of Higher Education for Virginia
Dr. LaVista assumed his post as director of SCHEV in August 2004. Previously, he served as the Executive Director of the Illinois Board of Higher Education. His previous executive positions include President of McHenry County College, President of the College of Lake Country, and Chancellor for the Community Colleges of Baltimore County. He also served as Vice-President for Academic Affairs at Cuyahoga Community College and Associate Professor of Theatre at Illinois State University.
Mr. Shawn McLaughlin, Board Member
Shawn McLaughlin is the founding President of McLaughlin Ryder Investments, LLC, an Alexandria money management firm. Prior to starting McLaughlin Ryder Investments, in 2003 he worked as Senior Vice President of Investments for Legg Mason Wood Walker, Inc. in Alexandria for 20 years. A graduate of Georgetown University, he was selected by the Alexandria Chamber of Commerce as the Alexandria Business Leader of the Year in 2005. He serves on numerous civic and community boards throughout the Commonwealth of Virginia including Burke and Herbert Bank & Trust Company, the Alexandria Police Foundation and Inova Health Systems. Shawn McLaughlin resides in Alexandria with his wife and four children.
Mr. John Whitlock, Board Member
John D. Whitlock is President and CEO of the Whitlock Group, a systems engineering and integration firm focused on presentation systems, television, video-production, videoconferencing and audiovisual technologies. The company represents over 400 product lines, including Sony, JVC, Panasonic, Toshiba, NEC and Philips. Headquartered in Richmond, VA, The Whitlock Group has expanded to include offices throughout the United States.
The Whitlock Group has been consistently recognized for customer service, fast growth and financial success. Mr. Whitlock supports many charitable and civic organizations and ministries and has spoken on Entrepreneurship at local schools and civic and business organizations. He and his wife, Margaret have five children and reside in Richmond.
In November 2007, Mary G. Morris was named Chief Executive Officer of the Virginia College Savings Plan (Virginia 529), the independent state agency that
sponsors Virginia’s four 529 programs – the Virginia Education Savings Trust (VEST), the Virginia Prepaid Education Program (VPEP), CollegeAmerica and
CollegeWealth, each of which offers a different solution to assist families in saving for higher education. She is the Chief Executive Officer of Virginia 529,
responsible for direction and oversight of the management, investments, promotion and operations of the largest 529 college savings plan in the
country, with more than 1.7 million accounts and assets under management exceeding $27 billion in the four combined Virginia 529 programs. Morris
also is responsible for state and federal legislative and governance initiatives important to the interests of those investing in 529 programs and in
creating and promoting new programs to extend the opportunities available to those interested in funding higher education.
A former Treasurer of Virginia and Virginia Senior Assistant Attorney General, Morris came to the Virginia College Savings Plan from the national law firm
of Kaplan Fox & Kilsheimer LLP (Kaplan Fox). A tax, securities and bond attorney, Morris was a member of the firm’s Institutional Investor Client Services
Group and drew on her extensive experience in the public sector to expand the law firm’s practice to state and local pension funds and other
institutional investors.
Prior to joining Kaplan Fox in 2002, Morris served a term as Treasurer of Virginia. As State Treasurer, Morris was the chief executive of the Department
of the Treasury, which serves as the Commonwealth's chief cash and debt manager and manages the concentration, investment, and disbursement of
all State funds. She was responsible for the investment of the Commonwealth’s General Fund and the issuance and management of all
Commonwealth debt. She served as Chairman of the Commonwealth Treasury Board and served on the boards of the Virginia College Savings Plan, the
Virginia Public Building Authority, the Virginia Public School Authority, the Virginia College Building Authority and the Debt Capacity Advisory Committee.
From 1994-98, Morris served as the Senior Assistant Attorney General for Finance and Tax in the Office of the Attorney General. In that capacity she
was primarily responsible for the legal work for 16 client agencies, boards and authorities including the Office of the Secretary of Finance, Department of
the Treasury, Department of Taxation, Virginia Retirement System and Higher Education Tuition Trust Fund (now Virginia College Savings Plan). While
serving in the Office of the Attorney General, she was lead counsel for all Commonwealth tax litigation with issues including corporate income tax, state
and local tax and individual income tax.
